目的分析残疾人医疗康复需求存在的问题和影响因素,为残疾人医疗康复政策的制定提供科学依据。方法本文以上海市金山区为例,基于2017年金山区统计年鉴中的残疾人数据及医疗康复资源数据,利用描述统计方法进行统计分析,理清残疾人医疗康复需求的现状和存在问题。结果金山区有证残疾人中,残疾人数最多分布为男性(54.36%)、枫泾镇(14.98%)。在医疗康复供给方面,17家医疗机构中注册康复医学科共8家(47.1%),无康复医师有13家(76.5%),无康复技师有4家(占23.5%),家庭医生签约服务覆盖率66.8%。结论上海市金山区残疾人医疗康复服务需求与供给仍有差距。建议构建完善院内康复-社区康复-居家康复-社会办康复服务体系,特别补足社区康复短板,更要重视加强康复人才培养、加大康复项目资金投入和发挥中医康复优势,满足残疾人医疗康复需求。

Objective To analyze the problems and influential factors associated with the demands for medical rehabilitation of the disabled,so as to provide scientific evidence for the development of medical rehabilitation strategy for the disabled.Methods This paper takes Jinshan District,Shanghai,as a typical example. Based on the data of the disabled and the data of medical rehabilitation resources in the 2017 statistical yearbook of Jinshan,this paper uses descriptive statistical methods for statistical analysis to clarify the status and existing problems associated with medical rehabilitation needs of the disabled.Results Of all the disabled people in Jinshan District,the majority of the disabled was male,accounting for 54.36%,and 14.98% of the disabled was distributed in Fengjing Town. In terms of medical rehabilitation supply,of the 17 medical facilities,8 had registered rehabilitation medicine discipline,accounting for 47.1%,13 had no rehabilitation doctors,accounting for 76.5% and 4 had no rehabilitation technicians accounting for 23.5%.Conclusion There was still a gap between the demand and supply of medical rehabilitation services for the disabled in Jinshan District. It is recommended that a health service system consisting of in-hospital-rehabilitation,community-rehabilitation,home-rehabilitation and social-system-rehabilitation be constructed and perfected for the benefits of the disabled. Particularly,the shortage of community rehabilitation should be mended without delay. Meanwhile,attention should be paid to the strengthening of the cultivation of rehabilitation medical workers,more financial input into rehabilitation funds and full display of the advantages of traditional Chinese medicine,so that medical rehabilitation demands of the disabled could be met to a certain extent.
